Notas sobre las IDE de Italia



A la fecha de publicación del Informe INSPIRE 2010 la IDE nacional de Italia estaba en proceso de definición. Dicho proceso se sustenta en una serie de iniciativas IDE implementadas en organismos públicos, que permiten compartir y acceder a conjuntos de datos tales como: SINAnet, el Geoportal Cartográfico Nacional y varios geoportales a nivel regional o de municipios (enlace a servicios). Está fase permitirá aprovechar la oportunidad para definir un modelo que también se ajuste a las medidas necesarias para la implementación de la Directiva INSPIRE.

La transposición de la Directiva INSPIRE se llevó a cabo mediante el Decreto Legislativo Nº 32 de 27 de enero de 2010, titulado "Aplicación de la Directiva 2007/2/CE que establece la Infraestructura de Información en la Comunidad Europa (INSPIRE)”, que entró en vigor en marzo de 2010.

El Ministerio dell’Ambiente e Della Tutela del Territorio e del Mare (MATTMM) es el responsable de la implementación de la Directiva INSPIRE y del desarrollo y gestión del Geoportale Nazionale (GP). Colabora en la implementación el ISPRA (Istituto Superiore per la Protezione e la Ricerca Ambientales) como estructura de coordinación y organismo gestor del Sistema Nacional de Información Ambiental (SINA). Al SINA se le están integrando los conjuntos de datos de los organismos públicos relacionados con INSPIRE, utilizando la red SINAnet network.


El geoportal de referencia es el Geoportale Nazionale, el cual proporciona a sus usuarios cartografía relativa a los principales temas ambientales y territoriales, además de un catálogo de metadatos, visores cartográficos en 2D y 3D, así como también servicios WFS y WCS. Resulta interesante revisar el apartado dedicado a Estadísticas donde se resumen datos relativos a usuarios de la cartografía y accesos.

El RNDT (Repertorio nazionale dei dati territoriali) es el Catálogo nacional de metadatos. Se basa en ISO 19115:2005, 19119:2006, 19139:2007 y estándares OGC para Servicios de catálogo. La Direzione per la Salvaguardia Ambientale ha desarrollado un software editor de metadatos llamado OpenGIADA(Geographic Information And Database Administration) que además permite la gestión de bases de datos espaciales, visualización, edición y análisis espacial.

Los datos de los seguimientos INSPIRE 2010 y 2011 no se han publicado, por lo cual no podemos referirnos a los conjuntos de datos y servicios de datos espaciales asociados a la Directiva.

At the date of publication of the INSPIRE 2010 Italian national SDI was in the process of definition. This process is based on a series of initiatives implemented in public SDI, allowing to share and access data sets such as: SINAnet, the portal to the National Cartography and several regional or geoportals municipalities. This phase will take the opportunity to define a model that also meets the necessary measures for the implementation of the INSPIRE Directive.
The transposition of the INSPIRE Directive was carried out by Legislative Decree No. 32 of January 27, 2010, entitled "Implementation of Directive 2007/2/EC which establishes the Information Infrastructure in the European Community (INSPIRE)", which entered into force in March 2010.
The Ministry Dell'Ambiente e Della Tutela del Territorio and the Mare (MATTMM) is responsible for the implementation of INSPIRE and the development and management of Portal Nazionale (GP). It collaborates in the implementation, the ISPRA (Istituto Superiore per la Protezione e la Ricerca Environmental) as a coordinating structure and agency manager of the National Environmental Information System (SINA). The government agencies data sets related to INSPIRE are being integrated in SINA throught the SINAnet network.
The reference geportal is the Geoportale Nazionale, which provides to the users maps on the main environmental and territorial issues, and a metadata catalog, visors of 2D and 3D mapping, as well as WFS and WCS services. It is interesting to review the section on Statistics which summarizes data for mapping users and access.
